To switch this on, you would select C for change, and enter 23. The country file for country 23 would then write the current player's name as the owner. If you didn't want them to own that country, you would select C for change, and enter 23. The program would then write the file showing that no-one owned it. The Yellow X's show that this player owns countries 6 and 18.
